Job Posting: Hydrologic Data Systems Consultant — Independent Contractor

Groundbreaker Solutions is seeking a part-time independent contractor with experience in hydrologic, meteorological, or water-management data systems to support a proposed U.S. Army Corps of Engineers software-development contract. The consultant will provide domain expertise, assist with solution design and proposal development, and support task orders involving collection, exchange, management, visualization, and integration of water-resource data.

We intend to bid on a United States Army Corps of Engineers (USACE) water management proposal due 21 August 2026. The total first year budget is about $500,000 and for this consultant we would be targeting $150/hr 1099 for 200-400 hours. We cannot commit to any revenue until contract award.

Responsibilities

  • Advise software teams on surface-water, hydrometeorological, reservoir, and flood-management workflows.
  • Support integration with systems such as USACE CWMS/CDA, OpenDCS, DECODES, LRGS, CCP, HEC-DSS, Aquarius, Contrail/Elements 360, or similar platforms.
  • Help design data pipelines using APIs, web services, SFTP, XML, JSON, WaterML, or HydroJSON.
  • Review architectures, requirements, data models, dashboards, and technical deliverables.
  • Participate in task-order planning and occasional client discussions.

Preferred qualifications

  • Practical experience with USACE, NOAA, USGS, Bureau of Reclamation, state water agencies, or comparable water-management organizations.
  • Experience with hydrologic or meteorological time-series data.
  • Familiarity with Python, Java, Linux, PostgreSQL, Oracle, GIS, or cloud-based data systems.
  • Strong written communication and availability for part-time, project-based work.

The PWS identifies surface-water and meteorological knowledge as critical and names CWMS, OpenDCS, Hydromet, Aquarius, federal web services, PostgreSQL, WaterML, JSON, and related integration technologies.

Engagement: Independent contractor; remote, part-time and task-order based. Some work may require E-Verify, a background investigation, DoD training, or eligibility for government-system access.
